As any "computer guy" will probably tell you, I often play tech support for friends and family, doing everything from helping them choose their purchases to troubleshooting and fixing parts when things don't quite work right. And while I don't mind doing this to help out those I know and love, I don't generally offer my services professionally to the public. The main reason is time. Because I work a full-time job, any work that I do outside of that job is overtime to me, and the amount of money I would have to charge to legitimately get an overtime pay, plus all the taxes and costs associated with freelance work, would just be far outside of most people's budgets for work on their home computer. I have, on occasion, done a bit of work for a small business or something like that, but in order for it to be worth my (over)time, I still must charge more than typical rates for most services.
